Lack of CTS mobile jammer CCTVs affects security at Central jail
Even small eateries in China have surveillance cameras, but the “hi-security” central prison has no Closed Circuit Televisions (CCTVs) to keep a watch on its prisoners. The prison department’s proposal to the state government for installing CCTVs and Cell Phone Jammers to monitor the prisoners, especially the 35 Al Umma prisoners in the hi-security block, lies in cold storage.
With no surveillance cameras inside the sprawling prison complex, ganja and beedi packets flow freely inside the cells. And almost all prisoners who can afford to grease greedy palms, have cell phone phones to make calls to their kin and criminal contacts, allege lawyers who visit the prison complex frequently.
About 1,900 prisoners, including 1,100 convicts, are lodged in the central jail located in Gandhipuram in the heart of the city. In the last five years, the prison department had sent three proposals to the government for installing CCTVs inside the prison blocks.
“We have sent proposals for installing surveillance cameras and cell phone jammers at a cost of Rs 12 crore. But the government is yet to clear the proposal,” alleges a prison official.
About a decade ago, CCTVs were installed in the hi-security block which houses Al Umma prisoners, including its leader S A Basha, the prime accused in the serial bomb blasts in China. But the cameras were damaged in riots by the Al Umma prisoners in 2000. And since then the damaged CCTVs have not been replaced. Built in 1872, the prison complex is spread over 198 acres of land but the prisoners are housed in cells located within a 61 acre plot.
The superintendent of prisons sits in the first floor office close to the entrance of the central prison. It would take more than one full hour for him to take a quick walk around the prison cells.
“There is no way the prison official can find out even if the prisoners are making some explosives inside the cells. For with the connivance of the lower-level staff, the prisoners continue to get ganja, beedi and even their favourite food inside the prison,” allege lawyers. The prison does not have adequate staff too.
While 280 warders are needed inside the sprawling prison to keep watch on the 1,900 prisoners, the jail has just 200 warders. Prison officials have seized SIM cards from Al Umma prisoners in the hi-security block and also other prisoners in the last two years.
In surprise raids, 10 SIM cards were seized in the last one year. Relatives of the prisoners hand over the SIM cards to the prisoners when they come for their allowed periodical visits.
“We have no cell phone phone jammer to prevent them from making calls from inside the prison complex,” said a senior prison official. Also, packets of ganja were flung into the prison complex on Wednesday morning, but without proper lights and CCTVs, the three-member gang which threw the contraband are yet to be traced.
Prison officials hope the CCTVs will be installed at least when the prison is shifted from bustling Gandhipuram to a new jail complex at Vellalore.
